About the Scheme



  • The Operation Digital Board (ODB) aims at converting a classroom into a digital classroom and in addition to availability of e-resources at any time and at any place to students.
  • “Operation Digital Board is a revolutionary step which will make the learning as well as the teaching process interactive and popularise flipped learning as a pedagogical approach,” Javadekar told reporters here.
  • The digital board will be introduced all over the country in government and government aided schools from class 9 onwards as well as in higher education institutions. The process will begin from the coming session of 2019 itself
  • Around 1.5 lakh secondary or senior secondary schools will be covered under the scheme. Additionally, the operation digital board (ODB) will also be implemented in higher education institutes. The UGC in its Commission meeting held on January 29, 2019, had passed a resolution for extending digital education to every classroom in the country by 2022.
  • It is estimated that there would be 5 lakh classrooms in the institutions which are aided by Centre or state governments. Out of this, based on the readiness, UGC proposed to take up 300 universities and about 10,000 colleges in the first phase covering 2 lakh classrooms.
  • For the 2 lakh classrooms, the cost is estimated at Rs 2000 crores. This can be implemented as a Central scheme, as a loan from HEFA.

Context: The International Court of Justice (ICJ)  dismissed the UK’s right to govern the Chagos Islands  in the Indian Ocean and called on its government to withdraw from the archipelago. What is the issue? The Chagos Archipelago is a group of seven atolls comprising more than 60 islands in the Indian Ocean about 500 km south of the Maldives. It had been part of Mauritius since the 18th century when the French first settled the islands. All of the islands of French colonial territory in the region were ceded to the British in 1810. Collegium controversy

Recent issue The controversial collegium system of judicial appointments is under public scrutiny once again. The collegium’s unusual action of revisiting decisions made at an earlier meeting, and recommending the elevation to the apex court of Justice Dinesh Maheshwari and Justice Sanjiv Khanna, instead of two judges whose names had been considered earlier is the issues recently surfaced. The allegation is not merely one concerning the seniority or the lack of it of the two appointees; rather, it is the much graver charge of arbitrarily revoking a decision made on December 12 last year. The appointment of Sanjiv Khanna to the Supreme Court on saw controversy as former Delhi High Court judge Kailash Gambhir wrote to the President objecting to the move since it “superseded almost 32 judges”.
